English version
SG has successfully re-entered the government procurement market after regulatory restrictions eased and holds meaningful growth options in eco-steel ascon and Ukraine reconstruction, yet a sharp Q1 2026 earnings decline and ongoing equity dilution from CB conversions and a rights offering are delaying a clear and sustained turnaround.
SG (formerly Seoul Ascon, rebranded to SGi in 2016) was founded in 2009 and listed on KOSDAQ in 2018 as a specialist asphalt concrete (ascon) manufacturer and construction firm. Its three core segments are (1) manufacturing and selling ascon—the essential paving material for roads, airports, and ports—(2) ascon pavement construction, and (3) installation of air-pollution reduction devices for ascon plants, the latter conducted through subsidiary EZ E&M, acquired in 2019. Because ascon must be applied within a short window after production, the business is inherently domestic and skewed toward government-procurement contracts; SG operates as South Korea's leading ascon maker, anchored in the Gyeonggi-Incheon corridor. Its proprietary eco-steel ascon product uses recycled steel slag as aggregate, delivering both an eco-friendly profile and superior margins versus conventional ascon; raw slag is sourced exclusively from POSCO, creating a meaningful barrier to entry. EZ E&M's SGR+ emission control system is the only domestic ascon-plant technology to meet regulatory emission standards, with a nationwide rollout underway via the Korea Ascon Industry Cooperative Federation MOU. In July 2024, SG entered a global collaboration MOU with POSCO International—POSCO International handles overseas deal origination while SG manages local technology rights, manufacturing, and construction. A 10-year, KRW 4 trillion steel slag supply agreement with a major European steelmaker (signed March 2024) locks in a competitive cost structure for overseas expansion. SG has already established a local entity in Ukraine (LLC SG Ukraine) and signed a three-year government supply contract with a southern regional authority, positioning it as a frontrunner for post-war reconstruction participation.
In FY2022, revenue was KRW 89.9bn with an operating margin of 0.6% and net income of KRW 2.4bn. FY2023 saw revenue contract 9.9% to KRW 80.9bn as SME regulatory restrictions blocked government contract participation; operating loss widened to KRW 13.5bn (OPM -16.6%) and net loss reached KRW 32.9bn. FY2024 marked a sharp topline recovery—revenue surging ~47% to KRW 118.9bn on the back of regulatory easing and a new PPS supply contract—but the operating loss only narrowed to KRW 6.1bn (OPM -5.1%) and net loss widened further to KRW 36.2bn, confirming that revenue growth was not yet translating into profitability. FY2025 was a meaningful inflection: revenue declined 14.1% to KRW 102.2bn, yet operating profit returned to positive territory at KRW 0.75bn (OPM 0.7%) and net loss shrank dramatically to KRW 2.45bn. Within 2025, Q2 was the standout quarter—revenue KRW 35.1bn, operating profit KRW 2.2bn, controlling-shareholder net income KRW 3.5bn—while Q4 generated operating income of KRW 3.4bn but incurred a controlling-shareholder net loss of KRW 6.3bn due to significant below-the-line charges. Q1 2026 marked a sharp setback: revenue collapsed 37% year-on-year to KRW 8.95bn, with an operating loss of KRW 6.0bn and a controlling-shareholder net loss of KRW 9.9bn. The confluence of the PPS contract expiry (February 2026), asphalt supply disruptions from the Middle East conflict, and seasonal weakness is the likely explanation. Operating cash flow, which generated KRW 18.6bn in FY2024, turned sharply negative at KRW -28.5bn in FY2025, underscoring the company's continued reliance on external capital markets rather than internally generated funds.
South Korea's ascon industry is directly linked to government-funded SOC (social overhead capital) construction investment for roads, airports, and ports. According to the Korea Construction Industry Research Institute, domestic construction investment contracted approximately 8.8% in 2025, with building permit slowdowns causing underinvestment in construction for nearly three consecutive years and six straight quarters of contraction. For 2026, major forecasters project GDP growth of 1.7–1.8%, and expanded government public-construction spending has emerged as the primary swing factor for ascon demand recovery. However, H1 2026 has been disrupted by asphalt supply shortfalls stemming from the US-Iran conflict; since asphalt is entirely import-dependent, production stoppages have spread across smaller regional ascon players, and the Korea Public Procurement Service has instructed local governments to defer non-urgent contract awards. The proximity-dependent supply chain inherent to ascon (it must be used shortly after mixing) structurally advantages larger, regionally established players over smaller competitors in terms of procurement capability and supply reliability. Tightening environmental regulations on ascon plant emissions are generating growing demand for pollution control equipment, supporting SG's environmental equipment segment. Eco-steel ascon aligns with the broader resource-recycling and carbon-neutrality trends, offering a competitive differentiator as demand for greener infrastructure materials expands.

With SME-exclusive procurement regulations partially lifted, SG has been eligible since 2024 to compete for up to 20% of government ascon volumes in the Seoul metropolitan area and South Chungcheong Province. The 2024–February 2026 PPS contract (KRW 203.7bn consolidated) has now expired, and securing the targeted 2.46 million tonnes of additional public-sector volume—spanning Gyeonggi-Incheon, Anseong, Pocheon, Asan, Sejong, and Chungju—has become the critical near-term growth task. New government contract wins will be the primary revenue recovery driver for H2 2026. On the overseas front, approximately KRW 40bn in Ukraine supply contracts are confirmed (including a deal with DS Prom Group worth around EUR 12.5M through 2026), but large-scale revenue recognition awaits post-ceasefire reconstruction. POSCO International partnership discussions for India and Indonesia are underway but remain in early stages. A KRW 42bn rights offering (30M shares at KRW 1,398, expected listing July 9, 2026) targets debt repayment and working capital reinforcement, which should structurally improve balance sheet stability once completed. The pace of H2 2026 earnings recovery will ultimately depend on asphalt supply normalization and government public-works spending execution. As eco-steel ascon carries materially higher margins than conventional ascon, its growing share of both public and private contracts remains the single most direct lever for profitability improvement.
The current share price sits at a meaningful premium above the reported book value per share (BPS of KRW 1,051), indicating the market is pricing in forward-looking optionality—including eco-steel ascon expansion, Ukraine reconstruction participation, and recovery of government procurement volumes. With earnings per share at negative KRW 131, no earnings-based multiple currently serves as a meaningful valuation anchor. The company pays no dividend, offering no yield-based return. Once the July 2026 rights offering listing is complete, the substantially larger share count will likely exert further downward pressure on BPS, potentially altering the current premium-to-book relationship. The key valuation catalyst remains whether operating earnings can recover sustainably through eco-steel ascon wins and new government procurement contracts, at which point conventional earnings-based multiples would re-emerge as relevant valuation tools.
After a five-year exclusion from government ascon procurement, SG regained eligibility in 2024 following the partial easing of SME-only regulations, securing a consolidated KRW 203.7bn PPS supply contract. As smaller competitors face production stoppages due to asphalt supply shortfalls, SG's superior procurement and logistics capability positions it to capture incremental market share. Successful expansion of additional government contracts and private-sector business could drive simultaneous improvement in both revenue and profitability.
Eco-steel ascon—a premium product using recycled steel slag aggregate—carries materially higher operating margins than conventional ascon, so increasing its share of contract volume directly lifts consolidated profitability. Exclusive slag supply from POSCO creates a structural barrier to imitation, while the POSCO International MOU enables joint market entry into Ukraine, India, and Indonesia. A 10-year, KRW 4 trillion free slag supply deal signed with a major European steelmaker provides long-term cost-structure security for overseas operations.
SG has already established a local entity in Ukraine, secured a three-year government supply contract with a southern regional authority, and confirmed nearly KRW 40bn in supply contracts—making it an early mover. Brokerage analysts estimate medium-to-long-term eco-steel ascon revenue potential at the trillion-won scale from Ukraine alone, and road reconstruction is expected to be among the highest-priority tasks in the estimated KRW 650 trillion reconstruction effort. Progress toward ceasefire or peace talks could serve as a catalyst for meaningful revenue recognition and a re-rating of the company's long-term intrinsic value.
Q1 2026 revenue collapsed 37% year-on-year to KRW 8.95bn, with an operating loss of KRW 6.0bn and a controlling-shareholder net loss of KRW 9.9bn. The convergence of the PPS contract expiry (February 2026), asphalt supply disruptions, and seasonal weakness explains the decline, but delayed success in new contract wins risks extending the weakness. FY2025 operating cash outflow of KRW 28.5bn further underscores a structural vulnerability: the company remains heavily reliant on external financing rather than internally generated funds.
SG has executed a series of financing transactions: the 19th-tranche CB (KRW 25bn, conversion price KRW 2,241), the 20th-tranche EB (KRW 25bn), and a KRW 42bn rights offering in April 2026. The July 2026 new share listing will substantially increase the outstanding share count, diluting existing shareholders, while CB/EB interest expenses continue to constrain profitability recovery. Although the FY2025 debt-to-equity ratio of 119.6% has improved from 2022–2024 peaks, recurring liquidity needs could re-expand leverage and financial pressure.
Domestic construction investment contracted 8.8% in 2025 and is expected to recover only gradually in 2026, with private-sector building starts in decline for more than three consecutive years. As asphalt is entirely import-dependent, Middle East supply disruptions and oil price spikes translate directly into cost inflation, while government contract price-escalation mechanisms (requiring ≥15% material price increases for adjustments) make cost pass-through difficult. The simultaneous occurrence of higher costs and lower volumes would significantly intensify margin pressure.
SG has established a structural foundation for recovery through its re-entry into government procurement markets following five years of regulatory exclusion, the development of high-margin eco-steel ascon as a differentiated product, and a global partnership with POSCO International. FY2025's return to operating profitability was a meaningful inflection, but the sharp Q1 2026 setback—driven by the expiration of a major PPS contract, asphalt supply disruptions, and seasonal weakness—raises questions about the durability of this recovery trajectory. From a financial perspective, three years of net losses, a negative operating cash flow in FY2025, and accumulated dilution from multiple CB/EB conversions and a rights offering mean that balance-sheet uncertainty persists until a solid, internally generated cash flow base is reestablished. Ukraine reconstruction represents a credible and differentiated long-term growth option, but its contribution to near-term results remains limited until geopolitical conditions allow reconstruction to begin at scale. In summary, the three conditions most likely to catalyze a meaningful re-rating of SG's enterprise value are: (1) a sustainable recovery in government procurement volume through new contract wins; (2) a rising share and margin contribution from eco-steel ascon across both public and private channels; and (3) positive free cash flow generation following the completion of the current financing cycle.
